Ventura County proudly presents the Blue Envelope Program, a compassionate initiative created to foster safer and more understanding interactions between Law Enforcement and community members with cognitive, developmental, or mental health conditions -such as Autism Spectrum, Disorder, dementia, anxiety or others that may require special considerations. We have collaborated with our partnering organizations to build more compassionate Ventura County for all.
Purpose
The purpose of the Blue Envelope program is to create alertness and awareness for Law Enforcement, that any member of our community may have a condition or disability that could impact their behaviour and, or ability to communicate during a traffic stop, call for service, or any citizen contact.
Ventura County proudly presents the Blue Envelope Program, a compassionate initiative created to foster safer and more understanding interactions between law enforcement and community members with cognitive, developmental, or mental health conditions—such as Autism Spectrum Disorder, dementia, anxiety, or others that may require special considerations. This program provides a simple but powerful tool: a Blue Envelope that contains important information to help officers recognize and respectfully respond to the unique needs of the individual during a traffic stop or any other interation.
Through this collaborative effort, we aim to build trust, awareness, and effective communication—ensuring that every encounter is approached with dignity, clarity, and care.
The Blue Envelope Program is completely voluntary. There is no need for any type of registration in this program. None of the participating law enforcement agencies keep any personal identifying information on anyone choosing to participate.
