Welcome to the Senate Bill 54 (SB 54) dashboard, which also includes the Trust and Truth Acts.  This public-facing dashboard was created to promote transparency and provide up-to-date information regarding the Ventura County Sheriff’s Office’s compliance with these state laws.

 

SB 54 generally prohibits local law enforcement agencies from participating in federal immigration enforcement. The law does, however, allow county sheriffs to engage in very limited communication with U.S. Immigration and Customs Enforcement (ICE) regarding incarcerated individuals, but only when specific legal criteria are met. This criteria includes designated serious or violent felonies, and other qualifying crimes, as outlined in the law.  Communication with ICE occurs only in response to a request; the Sheriff’s Office cannot proactively identify or report individuals to ICE.

 

When ICE has made a request to us regarding an incarcerated individual, and our legal team has confirmed they meet criteria as outlined in the law, the Sheriff’s Office will respond to ICE with the individual’s anticipated release date from the county jail custody. The Sheriff’s Office cannot hold individuals beyond their scheduled release date for ICE, nor does it otherwise assist in federal immigration enforcement.  If ICE is present on the date of release, the individual is transferred to ICE custody. If ICE does not appear, the individual is released in accordance with state law.

 

This dashboard reflects the number of requests from ICE, the number of incarcerated people who met qualifying criteria out of those requests, and the number of incarcerated people ICE picked up of those who qualified.  Not all individuals who meet SB 54 criteria are picked up by ICE.

 

 

To protect individual privacy, this dashboard does not include names. Instead, it provides information such as suspect and victim demographics, the qualifying offense under SB 54, the current offense (if different), and a brief narrative describing the circumstances of each case. This information is intended to help the public better understand the nature of the crimes involved and their impact on victims and the community.

 

This dashboard does not include individuals arrested by ICE outside of the county jail.  This includes arrests occurring on publicly accessible county property, such as the jail lobby, or parking lot.  The Ventura County Sheriff’s Office cannot communicate or assist ICE with those arrests.
